Off the top of my head, special appointments are made until the confirmation (i.e. in Holder’s case under Bush). Ideally, the confirmation process is done before or a few days after Obama himself is sworn in. I’ll look into it.

S what does happen while new cabinet members are being confirmed? Do the old ones stay on in an interim basis?
